The navy site has changed over it's designation from Invest to Tropical Depression 4 so this seems like the real thing.

By later tonight we should have some better model output to tell us just what is or isn't going to happen with Colin and IF he is or isn't going to be a Fish. And, sometimes fish swim dangerously close to the shore.. Saw some beautiful dolphins swimming near the Johnny Mercer Pier this year at Wrightsville Beach..

Stay tuned.... it's got a long way to swim... upgrade to Tropical Depression should come at 11 unless the Navy and the NHC are not in sync and that would be really rare.
